A man who is said to be having a mental problem was caught on video scratching cars parked in a mall in Talisay City, Cebu, with his keys.

According to a report on Sun.Star Cebu, the incident took place Saturday, April 18, around 3:50 p.m. at the parking lot of Robinsons Supermarket at the South Central Square in Barangay Lawaan, Talisay City.

Police already got the suspect's identity but refused to reveal it for lack of a formal complaint filed against him. It was found out that the man scratched and dented a car in the same parking lot two years ago. The complainant reportedly did not pursue the case because the suspect's parents paid an undisclosed amount for the repair of the car's damage.

You may have noticed that a person came out of the pink car after it was scratched by the suspect. The owner, Nilo Almarez, said there were two persons inside the vehicle at the time—an elderly relative and a 21-year-old friend—who did not confront the suspect out of fear.

Almarez reportedly said he spent around P21,000 for the repair.

Mall management told Sun.Star Cebu that they have beefed up security in their premises following the incident.

Meanwhile, director Arnel Tancinco of the Land Transportation Office (LTO) - Region 7 reportedly advised car owners not to park their vehicles just anywhere. According to the report, he also advised motorists to avoid bringing their cars if no occasion calls for it.
