An 8-year-old girl almost got raped by an inmate inside the maximum security compound of the New Bilibid Prison in Muntinlupa on New Year’s Day.
Citing justice secretary Leila de Lima, Manila Bulletin Online reports via Yahoo! News Philippines that the girl was found unconscious inside the comfort room of the chapel with a rope around her neck and no underwear.
She went missing between 2 to 4 p.m. on January 1st while playing with children of other prisoners. Families of inmates are allowed to spend time with their kin during the Christmas and New Year celebrations.
According to Bureau of Corrections director Franklin Jesus Bucayu, the victim was brought to the NBP infirmary and underwent medico-legal examination. After which it was found out that there was no evident congenital and laceration in the child’s genitalia.
Bucayu said the suspect, identified as Norvin Domingo, admitted the offense and is being detained at the Disciplinary Cell pending the filing of charges against him.
Domingo's visiting privileges will be cancelled and his Good Conduct Time Allowance (the deductions for good behavior during detention from the period of sentence) is also affected, the BuCor chief reportedly explained.
De Lima, on the other hand, asked the National Bureau of Investigation (NBI) to investigate the incident.
"If confirmed that there was no rape, we will still file a case for attempted rape and child abuse," she said, according to the report.
