As of 5 a.m., state weather bureau PAGASA said the storm outside the PAR was spotted at 1,000 kilometers East of Northern Mindanao with maximum sustained winds of 65 kilometers per hour and gustiness of up to 80 kph.

Tropical Storm Henry is forecast to move North Northwest slowly.

State forecasters reported that the southwest monsoon is affecting the western section of Luzon.

Metro Manila, Central Luzon, Calabarzon and the provinces of Mindoro and Palawan will have occasional rains. The rest of the country will be partly cloudy to cloudy with isolated rainshowers and thunderstorms, the weather agency said.

Moderate to strong winds blowing from the southwest to southeast will prevail over luzon and coming from the southwest will prevail over the rest of the country with moderate to rough seas, PAGASA added.
