Reports said the Cagayan River in San Agustin town overflowed on Monday, which caused a shanty with a woman on top its roof to be swept away by the fierce and raging flood water.

The woman, who has been identified as Benny Labio, was allegedly told to evacuate the night before the typhoon had hit the area but refused. According to her relatives, the victim was mentally ill.

A report on “Bandila” said rescuers failed to save the woman due to lack of a rubber boat and rescue equipment. Local officials reportedly said a search and rescue operation is underway.
