With ESC, the government subsidizes the tuition fee of students who enroll in private secondary schools due to overcrowding in public high schools.

The subsidy is P10,000 per student in participating schools in Metro Manila and P6,500 per student in private institutions outside the National Capital Region.

Secretary of Education Armin Luistro said the slots for Education Service Contracting has been increased from 250,896 in school year 2012-2013 to 310,709 for SY 2013-2014.

According to the education department, the total number of slots comprises the actual number of grantees in the previous school year and the additional slots in areas where there are serious overcrowding.

“The decision to accommodate more students under the ESC is part of our continuing thrust to democratize access to quality education across the country,” Luistro added. “We also put weight in the participating schools’ compliance to performance-based standards.”
