State weather bureau PAGASA said the heavy rains and thunderstorms were caused by the Intertropical Convergence Zone (ITCZ), where a low pressure area, spotted at 760 kilometers east of Hinatuan in Surigao del Sur as of 6am, is embedded.

The LPA is expected to become a tropical depression within the day, weather experts added.
