The Active Low Pressure Area spotted East of Central Luzon is expected to intensify into a tropical cyclone to be named Bagyong Helen in 24-48 hours if it maintains its strength.

State weather bureau PAGASA reports that as of 2:00 am Sunday, August 12, the ALPA was located 900 kilometers East of Central Luzon.

According to PAGASA, Bicol region, Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the Southwest will prevail over extreme Northern Luzon and its coastal waters will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the Southwest to West with slight to moderate seas, the weather agency added.
