According to PAGASA, “Quiel” is now a full-fledged Typhoon which poses threat to Northern Luzon. Cagayan and Isabela were placed under public storm warning signal number 2 (60-100 kph winds) as of noontime on Friday.
Calayan and Babuyan Group of Islands, Apayao, Kalinga, Mt. Province, Ifugao, Nueva Vizcaya, Pangasinan, Benguet, La Union, Ilocos Sur, Ilocos Norte and Abra, meanwhile, were placed at Signal No. 1 (45-60 kph winds).
When there is already a signal, the education department's policy on suspension of classes is automatically imposed.
The Department of Education (DepEd) says that if there's:

The Department of Education (DepEd) says that if there's:
- Signal No. 1: Classes in primary level or kinder are automatically suspended;
- Signal No. 2: Classes in kinder, elementary and high school are automatically suspended;
- Signal No. 3: Classes in all levels, including tertiary and post graduate, are automatically suspended.
