DBM to release fund for Preschool Teachers´ honoraria

After a public outcry over the long-delayed payment of honoraria of pre-school teachers, the budget department has finally decided to release next week the fund for the purpose. A special allotment release order worth ₱845 Million has been finalized “despite late request and lack of required info.”

The Department of Budget and Management (DBM) is set to release next week the P845 million in funds to the Department of Education (DepEd), as honoraria for June to December for 27,316 DepEd teachers who have additional teaching load in preschools.

DBM Secretary Florencio B. Abad said the DepEd only submitted on November 4 its request for the release of P1.3 billion for the honoraria for these preschool teachers from June 2010 to March 2011. He said the request did not come with the required documentary information.

But even as the required information has not been relayed in full by the DepEd, the DBM has already processed the release of these honoraria from June to December, considering the welfare of these teachers. The Special Allotment Release Order and Notice of Cash Allocation for these have been finalized and are already ready for pickup by the DepEd.

“Inaasahan pong mailipat ang pondo sa DepEd sa susunod na linggo, at sila na po ang magpapamahagi nito sa mga guro (We expect the funds to be transferred to DepEd next week, and they will then distribute these to the teachers),” he said.

“As much as we want the expeditious release of funds, especially to support our teachers, we are bound to follow rules to ensure the proper release and disbursement of public funds. We hope that agencies cooperate with us, by making sure that fund release requests are sent in a timely manner and with complete information,” he stressed.

The DepEd had requested that the P1.3 billion for the honoraria of these teachers to come from the department’s maintenance and other operating expenditures (MOOE). Among the information that were lacking in the request of DepEd are the Department Order that threshes-out guidelines on honoraria distribution, Cash Program and on the status of these teachers.

Abad also said that he will be conferring with DepEd Secretary Armin Luistro on this issue, to make sure that such incident will not happen again. “I came from DepEd myself, and the worst that we can do for our teachers is to unduly delay their compensation,” he stressed.
