Councilor selling PCL fake ORs, CAs busted

A municipal councilor from Albuera, Leyte who was allegedly selling fake Official Receipts and Certificates of Appearance of the Philippine Councilors League (PCL) has been arrested in Davao.

A Municipal Councilor selling fake Official Receipts and Certificates of Appearance of the Philippine Councilors League (PCL) was entrapped in a buy bust operation by Davao City PNP at around 9:00 o’ clock in the morning today, June 11, 2015 at the SMX Convention Center in Lanang, Davao City.

Busted was Councilor Sergio Batistis, Jr. of Albuera, Leyte with One Hundred Three Thousand Five Hundred (P103,500.00) pesos in his actual possession.

Reports bared that said money was paid to Batistis by some councilors he enticed to pay a registration fee at a discounted rate.

PCL Executive Director Dr. Wilson Paclibar revealed that Batistis’ irregular activities were already reported in the previous PCL events.

The entrapment operation in Davao was planned out few days ago to stop Batistis’ ‘modus operandi’.

PCL National Chairperson Alma Moreno and PCL National President Maybelyn Fernandez stressed that the entrapment of Batistis will send a strong signal to all PCL members nationwide that the PCL leadership is serious in cleansing its ranks and protect its image and promote good governance.

It was learned that General Santos City Councilor Dominador Lagare III acted as poseur buyer upon request of Dr. Paclibar and PCL National Board Member Atty Oliver Owen Garcia on the presence and modus operandi of Batistis this morning at the SMX Convention Center, the venue for the 2nd NEO-NB/CLLEP of the PCL on June 10-12.

Davao City Police Office led the entrapment operation. Police blotter signed by PO2 Alexis D. Montero and Precinct Commander PSUPT Royina M. Garma was released immediately to the PCL.

Criminal and Administrative Cases will be filed against Batistis and all those involved in this illegal activity.
