The active low pressure area East of Northern Luzon has developed into a tropical depression and was named Bagyong Helen, state weather bureau PAGASA reported on Sunday, August 12, 2012.

As of 7pm today, PAGASA said the center or eye of Bagyong Helen was spotted 720 kilometers of East of Casiguran, Aurora with maximum winds of 55 kilometers per hour near the center.
It is forecast to move West Northwest at 11 kph.
Estimated rainfall amount is heavy to intense (10 to 20 millimeters per hour) within the 350-km diameter of Helen.
TD Helen is expected to enhance the Southwest Monsoon that will bring rains over Southern Luzon, Visayas and Mindanao especially the western section, the weather agency added.
